Main CI killed :build-logic:convention:test at 15m while sealed Linux LPT already budgets 1620s. Raise the repository outer timeout to 27m, give static-analysis job headroom, and make coverageBaseRef assertions match merge-base==HEAD omission on main tip. Five parallel TestKit Gradle daemons oversubscribe hosted 4-core runners, so the suite aborted at 15m, 27m, and 40m. Keep the sealed 5-fork contract for Colima and run only two forks on GITHUB_ACTIONS. Co-authored-by: Cursor <cursoragent@cursor.com>
