[Issue] The snapshot image should be displayed in the Rebuild Instance option

Description

On the Instances page, when rebuilding an instance, the snapshot image cannot be found. It was available in the previous version of Horizon.

To Reproduce

1. Go to Instances ,create new VM (Choice No - don't create new system disk)
2. Create new snapshot by VM
3. click "More" > "Configuration Update" > "Rebuild Instance"

Expected behavior

Rebuild Instance page it should be show snapshot image

1). Conclusion: should not include this ticket in the M2 due to the nova limitation in the Yoga version.

2). Response and details

• when click Rebuild in the UI (Env: 10.32.45.10 and already created a snapshot for a test vm), the corresponding API is /api/openstack/regionone/glance/v2/images?limit=100

• the snapshot test-snap-1 is being included in the response, so probably it's filtered by UI

• during checking in the Horizon, although it's allowed to choose the snapshot for rebuild, the backend service (nova) will not happy with RC 400 and the reason below

• even we use the API which called by Skyline to rebuild the vm by specifying the snapshot-id directly, the Skyline will also get the same error with Horizon (from nova)

• according to the Openstack official nova api doc, rebuilding instance by snapshot is not supported in the yoga's nova (microversion 2.1 ~ 2.90).

• the nova version should be higher than yogo to include the 2.93 microversion for related support, otherwise, we will encounter error below in the current version
