Experiment: one merged table (goals in tension × pending action × golden discernment)

Folds the two top tables into a single centerpiece so the whole chain reads in one place: goals in tension → the action at risk → the discernment an expert would show (protocol + the failure it prevents).

• Schema: multi-line Goals in tension cell (one of the three goal types per side, <br>-separated), Pending action, and Golden discernment & rationale (SME protocol + example failure folded together).
• Assumption 1 (relevance) still reads off the Goals in tension column; assumption 2 (measurability) now points at the Golden discernment column instead of a second table.
• 🟣 link to the code preserved (transfer row ↔ preflight_protocol).
• Tagline tweak: navigates → behaves when faced with.

Diff this against main's two-table version. Tradeoff: one strong table vs. the clean two-assumption split (each assumption now leans on the same table).
