Adopt @bounded-systems/mint — retire hand-tagging.

Adds the canonical caller pair, pinned to mint v0.3.1:

  • version.yml — validates .release/ intents (fails closed on a malformed one) + previews the next version on every PR.
  • release.yml — mint's reusable release-provenance.yml: on a v* tag, emits + keyless-signs the in-toto release Statement and attaches it to the GitHub release.
  • .release/README.md — the intent convention.

Existing publish / CI workflows are untouched — mint owns version + tag + provenance; the registry push stays where it is.

Mirrors the reference adoption bounded-systems/conformance-kit#30.

Draft — part of the org-wide mint v0.3.1 rollout.
