Bumps every release version source to 1.5.38, increments the Windows build number to 140, and finalizes the 1.5.38 changelog.
The 1.5.38 section gathers what landed after 1.5.37: the taskbar flyout sizing fix, the WebView2 rebuild path for the flyout/Settings/FloatBar windows (#410), the Codex usage parser hardening (#441), Antigravity CLI detection by image name (#412), and the Glance metric fix on the taskbar strip (#411).
