chore: restore green maintenance baseline

Summary

• coordinate Microsoft.Extensions central package versions at 10.0.7 to avoid NU1605 downgrade failures from partial Dependabot bumps
• update artifact upload/download GitHub Actions in CI and release workflows
• scrub public docs of internal evidence paths and session-provenance details while preserving public testing and release facts

This is intended to replace the current scattered Dependabot maintenance PRs (#57, #58, #63, #64) with one clean CI PR.
