Add scala3-library_sjs1_3 to the ignore list alongside scala3-library to prevent Scala version bumps from 3.9.0 LTS until the next LTS release.

PR #280 bumped scala3-library_sjs1_3 to 3.9.0 because this variant was not in the ignore list.
