Pulls the tutorial content out of rapid2's TUTORIAL.md and drops it in as
the new Running page on the hub. Idea is to consolidate the hands-on
walkthrough in one spot rather than have it drift in the rapid2 repo.
This is the first half of the move discussed on c-h-david/rapid2#32 —
the rapid2 side gets a companion PR that points TUTORIAL.md here.
