New authority-freeze convention

This record is now aligned to Apparatus Contracts #100:

freeze only state the apparatus uniquely owns and that a legitimate downstream consumer must be able to verify without reconstructing producer-private behavior.

The Decision -> Contract D freeze is explicitly recorded as:

  • exact input-authority kind/id/immutable identity;
  • exact Decision policy id/version;
  • exact target kind/id/content hash;
  • evaluation state;
  • completed disposition;
  • exact typed/versioned normalized effect + parameters;
  • Contract D semantic identity;
  • metadata explicitly non-authoritative.

CAL semantics, Contract C participant authority, Authorization, actor/delegation state, and execution remain outside Decision authority.

Exact release-object qualification already provides the decisive evidence:

Boundary that remains live

This qualification is C1-only.

Released Decision V1 does not natively accept Contract C 2.x. The current richer CAL V1 parent/decomposition state also must not be silently discarded or downgraded merely to reach Decision.

Decision PR #75 and successor research PRs preserve C2/successor ingress experiments separately. They do not enter this frozen V1 slice and do not authorize production promotion.

No maintained source, policy, Contract authority, Authorization, execution, tag, release, or production default is changed by this PR.
