Ordinary categorical support and explicit-source-causal-assertion support are indistinguishable under current normative C2 + supported-claim Decision inputs: both validate, both have the same terminal/relation/basis shape, both CLEAR, and both produce the same effect.

C2 has no in-band semantic-jurisdiction slot and rejects one; supported-claim Decision context likewise has no such slot and rejects one.

This does not declare the current generic policy wrong. It proves that a stronger causal downstream gate lacks sufficient normative input.

Initial run 35362208871 is preserved as a workflow path-interpolation defect, not semantic evidence.

Next: compare fail-closed routing vs an independently bound jurisdiction manifest before considering any Contract C widening.

No maintained source change, Contract C mutation, Authorization, execution, merge, or release.
