Create Feast UI rock #6

Context

Write the Feast UI rock as specified in the spec

What needs to get done

1. Wrtie a rock that meets the following:

• Run the feast ui command as the entrypoint
• Install the python packages needed to run the Feast UI and be compatible with PostgreSQL:
  • feast
  • feast[postgres]
• Have the highest python version compatible with the Feast packages

2. Write sanity tests for the rock

Definition of Done

• rock and tests are merged
• rock is published to Dockerhub
