The storage nodes have SAS3908 RAID controller, which is an OEM branded MegaRaid 9560 series controller by Broadcom. Got to the relevant Download page for that controller. Download the latest StorCLI tool. Unpack it.

If I install manually I can, but the charm still will not pick it up

1. juju add-model hwobserver-test
2. juju deploy ubuntu
3. juju deploy hardware-observer
4. juju relate ubuntu hardware-observer
5. Download latest storcli either going to website or directly

wget --content-disposition https://docs.broadcom.com/docs-and-downloads/007.3811.0000_MR_7.38_Storcli.zip

6. unzip archive and the zip archive inside that one. Get the .deb package
7. Change the model verbosite :
   juju model-config -m hwobserver-test logging-config="<root>=INFO;unit.hardware-observer/0=DEBUG"
8. juju attach-resource -m maas-controller:ceph hardware-observer storcli-deb=storcli_007.3811.0000_all.deb
9. observe status and debug-log
