actions: readandcontents: writepermissions to GitHub Actions jobs that use thecanonical/operator-workflows/.github/workflows/publish_charm.yamlreusable workflow orcanonical/charming-actions/upload-charmaction.These permissions are required for the workflow to function correctly with the latest changes to the reusable workflow.
