Update Grafana dashboard default time range to now-30m to now #364

Bug Description
Currently, the mlflow-server Grafana dashboard template sets the default time range starting from 2023, which can be confusing and not very useful for real-time monitoring.
I propose to update the the default dashboard time range to:
"time": {
"from": "now-30m",
"to": "now"
}
To Reproduce
Deploy MLflow + Kubeflow terraform
Integrate with COS
Verify the dashboard.
Environment
Canonical K8s 1.32
Kubeflow 1.10
MLflow 2.22

Hi, I'd like to work on this. I'll update the default time range to
now-30mandnow, as proposed.fix: use relative default time range in grafana dashboard
