fix(release): install Chromium for consumer smoke

Summary

• install the Playwright Chromium binary before running the packaged consumer render smoke
• unblock the v0.4.0 trusted-publishing workflow after all earlier release gates passed

Verification

• the failed release run built the clean consumer successfully and failed only when launching the missing browser
• workflow change matches the Playwright CLI version installed by the lockfile
