ci: bootstrap scenario tools package

Summary

• add a manually triggered workflow for the initial publication of @caoergou/xp-scenario-tools@0.1.0
• rebuild, pack, and run the clean-consumer smoke test before publishing
• use the existing NPM_TOKEN only for package creation because npm cannot configure trusted publishing for a package that does not yet exist
• skip safely when 0.1.0 already exists

Follow-up

After the first publication, configure publish.yml as the package's trusted publisher and remove this bootstrap workflow.

Validation

• git diff --check
• npm exec prettier -- --check .github/workflows/bootstrap-scenario-tools.yml
• the tagged release workflow already validated the same scenario-tools version and consumer install path
