Core: Rust Host with Wasm Component Model Support
This PR introduces a Rust-based host capable of loading and running Wasm Components, along with several foundational improvements to the runtime and developer workflow:
Structured logging system (WAL) backed by SQLite
Provides reliable persistence and replayable logs for debugging and auditing.
Python → Wasm compiler integration
Adds a compilation pipeline allowing Python modules to be compiled into Wasm components.
Fine-grained policy enforcement
Enables per-task configuration and isolation rules for execution, resources, and capabilities.
Direct state management via bindgen with capsule-wit
Ensures type-safe bindings and facilitates state synchronization using the capsule component model.
Durable command-based runtime
Supports lifecycle operations (create, run, …) with strong guarantees for command instance persistence.
Improved task scheduling cache
Adds a precise, deterministic caching layer for scheduled tasks and repeated executions.
New capsule-wit module
Provides interoperability between capsule-core and the Wasm component model, centralizing shared WIT definitions.
