This PR introduces support for a new project configuration file: capsule.toml.

The configuration file allows to define project-level settings that apply to all workflow executions.

• Define your workflow metadata and default entrypoint:

[workflow]
name = "Voice customer engine"
version = "0.1.0"
entrypoint = "src/main.py"
...

• Set default execution policies that apply to all tasks unless overridden:

...
[tasks]
default_compute = "MEDIUM"     
default_ram = "256MB" 
default_timeout = "30s"
default_max_retries = 3
default_allowed_files = ["./data"]
