test: add full-process Hyphae acceptance

Summary

• add a feature-gated acceptance server around the exact Hyphae v1.0.1 sidecar and PliegoRS TCP runtime
• drive two-process Chrome acceptance across restart, tenant persistence, session invalidation, and process/socket cleanup
• exercise committed, outcome-unknown, and recovered rollback paths through a real loopback fault proxy
• keep the fixture at specified and retain the no-product-binary/no-hyphae-crate contract
