Description
This PR creates a new table to lay the groundwork for #176.
It resolves the first step of the
platformtable movement/refactor described in #293It also lays groundwork for future application changes to be made that, when combined with improvements like #301 via future PRs, can enable CollectOSS to fetch from other instances of supported repository types (such as github enterprise installations)
This PR as-is only adds a new table, so its a very simple, low risk change that can be adequately tested by the smoke tests alone.
