This adds the SERS and JRS foiaed data from David Melton's email Nov 19, 2015.
I also added a .ignore file to the dataSrc that will allow any of us to prepend files with
ignore.so that they will not be included in any commits. I did this because I had excel files that I didn't want to separate from the repo that were too large to upload to github. They were files I used to generate the csv files.
