Pin governance rule version to immutable ref

The workflow is SHA-pinned, but governance_version is still set to the moving branch name main, which can make governance outcomes change over time without any change in this repository. If the reusable workflow uses this input to resolve policy/rules (as the input name suggests), a future update on main can silently alter pass/fail behavior for the same PR content, defeating the reproducibility and tamper-resistance this file’s SHA pinning is meant to provide.
