Description Of Changes
Update and add log4net as a top-level dependency if needed.
Motivation and Context
This updates the log4net reference potentially shipped with the project to be the latest version without being tightly coupled to the Chocolatey CLI version used to build the projects.
Testing
Run through all of the Test Kitchens for all of the things with all of the PRs.
Operating Systems Testing
Test Kitchen VMs.
