Update OpenClaw 7.1 and add GPT-5.6 support

Summary

• pin OpenClaw to 2026.7.1 and enforce its SQLite-safe Node.js runtime ranges
• add GPT-5.6 Sol, Terra, and Luna catalog entries, friendly labels, pricing, thinking tiers, and Codex runtime metadata
• reconcile the managed Codex plugin during startup, onboarding, model saves, and per-agent updates
• migrate legacy Codex configuration in the ordering required by OpenClaw 7.1
• classify runtime configuration exits correctly in watchdog recovery and keep git-sync usable on older Node runtimes
• update UI build compatibility and runtime documentation

Verification

• npm test -- --maxWorkers=4 under Node.js 22.22.3: 102 files, 717 tests passed
• git diff --check
• rebuilt the setup UI bundle
• localhost Docker smoke test on OpenClaw 2026.7.1 with codex@2026.7.1: openai/gpt-5.6-sol returned SOL_OK with agentHarnessId: codex
• confirmed Telegram startup and model delivery after plugin reconciliation

Deployment note

Deployment-template Node image updates are intentionally kept in their respective repositories.
