Prevents horizontal overflow from deep list nesting and long statutory references on mobile. Adds scroll-margin-top for anchor links.

- overflow-wrap/word-break on prose for long statutory references
- Reduced nested list indentation on mobile (1rem/0.75rem/0.5rem)
- scroll-margin-top: 4rem on section anchors (desktop)
- scroll-margin-top: 5rem on mobile (taller header)
- Wider mobile prose max-width (92vw)

Prevents horizontal overflow from deep nesting and long USC references
like "50 U.S.C. App. 2405(j)(1)(A)".
