Allow clingen-dev clinvar-ingest-pipeline service account to write to prod `clinvar_qa` bigquery dataset

Web GUI steps:

1. go to dataset in bigquery
2. click sharing
3. click permissions
4. click add principal
5. add the service account email address
6. add role as BigQuery Data Editor
