Implement MCP Events webhook subscriptions for real-time issues using ANS notification policies/destinations and Vega automations. Includes validated issue-event contracts, subscription identity, callback verification, Standard Webhooks signatures and synchronous delivery using ANS retries.
Validation: native shared-package type checking, lint and 185 tests pass locally; changed-file formatting and diff checks pass. Existing dependency sourcemap warning remains.
Remaining implementation: register event methods/capabilities, persist encrypted subscription state, provision ANS/Vega resources and wire callback routes with safe egress. These paths are not functional yet.
