- rename the workflow to 🧪 Pull request checks - run on every push and support manual workflow_dispatch, not just PR events

- drop the `push` and `workflow_dispatch` triggers so the workflow never runs on `main` - keep a bare `pull_request` trigger, which defaults to the original opened/synchronize/reopened set
