breaking change: the footer names the family - #8

`Part of [Codechu](...)` lived in the library and application skeletons and in neither of the two written since, so whether a repository carried it depended on which skeleton its author happened to open — one of the four ships it, one does not, and nothing said which was right. It is the only line telling a reader who arrived from a search result that this repository has siblings. §7.1 already asked for "credits at the bottom" without saying what that meant. It says it now, and the two newer skeletons carry it, so the rule lives in one place rather than being copied into four.

Pull request overview
Updates the repository’s documentation standards and README skeletons to require a consistent footer credit line that identifies the Codechu “family,” improving discoverability for readers arriving via search results.
Changes:
- Clarifies STANDARDS (§7.1) to explicitly require the footer line:
Part of [Codechu](https://github.com/codechu). - Mirrors the same requirement in the Turkish standards document.
- Updates TOOL and PUBLISHED-VERDICT README skeleton footers to include a “Part of Codechu” footer item (with a noted inconsistency vs the exact required snippet).

Part of [Codechu](https://github.com/codechu).was in the library and application skeletons and in neither of the two written since (TOOL, published-verdict overlay). So whether a repository carried it depended on which skeleton its author happened to open — and it is the only line telling a reader who arrived from a search result that the repository has siblings.§7.1 already asked for "credits at the bottom" without saying what that meant. It now says it, with the incident, and the two newer skeletons carry it. One rule in one place rather than a line copied into four that must be kept in sync.
