The boundary test requires repos in the ruleset repository_name.include to also be in the matching suborg file. Add complyapi to suborgs/code-repos.yml so the boundary test passes. Also add complyapi to deployment-settings.yml restrictedRepos include list, otherwise safe-settings skips it entirely.
