Rebrand coner-trailer-cli as coner-trailer-admin #105

The original vision for the CLI app has evolved with the removal of it being an entry point for other UIs, servers, etc. Those are to be packaged separately, mainly for restrictions and drawbacks related to GraalVM native images.

The CLI app will be more tightly focused on just admin tasks. It also won't presume to be the only CLI in the repository. I expect the other UIs, servers, etc, will have some minimal CLI capabilities around their own entry points, some of which can be refactored out of the admin CLI and shared later'separately, as those needs arise. Defer generalization and refactoring of common CLI functions.
