Deferred to 0.8.20 (Library Sweep #1 / plan-0.8.11.1, LBS disposition).

The release-path bump cannot be validated within this label-only sweep: action-gh-release is consumed only by the github-release job in release.yml, which is gated if: ${{ inputs.dry_run != true }}. A workflow_dispatch dry-run therefore skips that job entirely and never instantiates the v3 action — so a green dry-run would be vacuous proof, and the only real validation is a tagged publish, which this sweep forbids (label-only: no v* tag / publish).

Per the HITL Slice-0 rule (accept #98 iff a green release dry-run; else defer), this is carried to 0.8.20, where a real release cut naturally exercises the publish path under HITL supervision. SHA for the record: softprops/action-gh-release@718ea10b132b3b2eba29c1007bb80653f286566b # v3.0.1 (v3.0.0 breaking change = runner Node 20→24; no input renames). Leaving this PR open as the tracking artifact.
