Summary

Sync the checked-in ChatGPT submission artifact with the 27-tool production MCP catalog.

  • add report and scheduling tool annotations and reviewer justifications
  • add independent report and disabled-schedule review workflows
  • add a regression test so the artifact cannot silently fall behind the tool catalog again

Why

The hosted MCP server is live with 27 tools, but the released ChatGPT app version still has a frozen 19-tool snapshot. This PR prepares the accurate submission artifact required to scan, submit, and publish an updated ChatGPT app version.

Validation

  • npm test -- --runInBand (189 tests)
  • npm run lint
  • npm run typecheck
  • npm run build
  • npm run check:remote
  • COVAL_MCP_URL=https://mcp.coval.dev/claude/mcp npm run check:remote

No live MCP or ChatGPT configuration is changed by this PR.
