Fix bugs when working with SBEMU

Bug fix on mouse driver on fast CPUs.
Fix compatibility issue with other TSR programs.

Bugfix on UHCI controller.
Bugfix on USB mouse.

To play games with a USB mouse, using USBDDOSP is recommended. (CuteMouse is also needed.)

1.0rc

There are 2 builds, one with DPMI and one without.

To use the DPMI build: USBDDOSP.EXE, a DPMI host is needed (there's a HDPMI32i.exe contained in the zip), use "HDPMI32i -r" before launch USBDDOSP.EXE

The other one, USBDDOS.EXE doesn't need DPMI host. but it doesn't support protected mode games when using Retrowave OPL3.
