Need the latest buildx to use the latest GitHub Actions Cache. This also requires a slight tweak to how we download artifacts, because the Docker action now uploads an artifact that isn't a Zip file. Signed-off-by: Nic Cope <nicc@rk0n.org>

I suspect the build failure is because I can't create the new OCI repo from this PR - I'm hoping it'll work on merge. |
