Org-wide CI alert rollout (siblings: nix-config#168, landing-website#162, admin-panel#81). Canonical failure-notify step appended to each job: posts run URL/commit/actor embed to repo secret DISCORD_WEBHOOK_URL (already provisioned), skip-if-unset, continue-on-error — can never fail the job. Plain curl+jq (GitHub-hosted ubuntu runners).
