Add the full GPL-3.0 license text as LICENSE file (referenced by Cargo.toml but was missing). Update README project structure to include web/, docker/, scripts/, data/, and Formula/ directories. Update contributing section: replace GitLab/Google links with GitHub equivalents, fix "merge request" to "pull request", and add AI contribution policy requiring contributors to fully understand and be able to explain all submitted code regardless of how it was produced.
