Minimal rescue of the still-valid upgrades from #953 (verified package by package against main).

Bumps:

• Vue 3.5.42, vue-router 5.3.0, vue-i18n 11.4.10, @lucide/vue 1.38.0, @tanstack/vue-table 9.2.4, reka-ui 2.10.4, @vue/test-utils 2.5.0 (app + admin)
• zod 4.5.4 (app, admin, shared/web)
• astro 7.2.10, @iconify-json/lucide 1.2.128 (marketing)
• resend 4.21.0, AWS S3 2.54.5 (version catalog)
• fast-uri 3.1.6 pnpm override + minimum-release-age exclusion (security)

Deliberately excluded from #953: the stale vitest ^3.2.7 pin (main is on Vitest 4), stale docs date syncs, dallay-565 openspec edits (archived), and the release-please always-update policy change.

Verification:

• pnpm lockfile regenerated via pnpm (never hand-edited); supply-chain policy check passes (1321 entries, no minimum-release-age violation)
• Pre-push hooks green: backend-detekt, backend-spotless, backend-test (BUILD SUCCESSFUL), shared-detekt, gitleaks

Related #953 (to be closed once this is green).
