Reconciles the durable operational state after the integrated CPREC + CRV repository work.

Documentation/status only. No runtime, Binder, model, persistence, UI, build, package, version or candidate change. The stale CRV coordinator branch #465 is not merged by this PR.
Validation
Expected profile: LEAN. Repository/documentation guards on the exact head are sufficient. Physical CRV-110/CPREC-80/90 remain REAL_ENVIRONMENT and are not claimed here.
