chore: adopt repo-template-sw 0.9.1 development velocity

Outcome

Migrate Local LLM Server from repo-template-sw 0.8.0 to 0.9.1 while preserving its L2, local-AI, product-UI, privacy and representative-device evidence contracts.

What changes

• separates ITERATION / INTEGRATION / RELEASE from LEAN / SCOPED / STRONG / FULL;
• selector reports risk dimensions and concrete gates;
• makes Repository Health a cheap structural guard and moves L1/L2 specialists to the FULL gate;
• consolidates automatic PR lint/Python/browser/package/security/L2 execution in ci.yml;
• keeps package smoke and security workflows as manual/scheduled surfaces instead of duplicate PR pipelines;
• preserves artifact identity/promotion/retention/failure isolation through a FULL-only lifecycle verifier;
• publishes exact-head and tree-equivalent evidence for safe post-merge reuse on dev while direct pushes still validate;
• upgrades E2E to 0.2.0 risk-based ASSERTIONS / SCREENSHOTS / FULL_MEDIA;
• records Playwright video only for FULL_MEDIA journeys and disables CI trace recording;
• retains only synthetic selected PNG/WebM media plus sanitized manifests; failure evidence is allow-listed and raw Playwright output is removed before upload;
• preserves real model/backend/memory/performance/thermal claims as representative/target Apple Silicon evidence.

Validation

This migration changes selector/workflow/build-validation machinery, so it intentionally classifies itself INTEGRATION + FULL. Merge only on exact-head green evidence.
