Adds ai-council, a tiny Python framework for multi-voter consensus on LLM + heuristic decisions.

Why a new "Library / Framework" section: ai-council differs from the other entries in that it is not a council implementation — it is the aggregation primitive a council implementation would use. Composable Voters, weighted votes, optional veto, persistent meeting log. Zero runtime dependencies, ~200 LoC, MIT.

Happy to move it under an existing section (e.g., Derivatives → Library subgrouping) if you prefer — I created the new section because the framing seemed orthogonal to the existing taxonomy.
