Release 0.2.1
Fix OpenCode V2 plugin activation on beta-19242 by aligning Effect and host SDK dependencies. Adapt optional server command registrations to the current executable API.
Fix PR: #9
Verification: 84 tests, typecheck, lint, CodeQL and PR policy passed. Original cached release reproduces scope.state.finalizers.set; npm-packed fixed artifact activates successfully in an isolated beta-19242 server with all optional commands registered.
After merge, tag master as v0.2.1 to publish npm beta through the existing trusted-publishing workflow.
