Dependency maintenance + docs release. Rails 8.1.3 security bump, ViewComponent 4.x compatibility (constraint widened to < 5.0), Solid Queue 1.4.0, and assorted dependency bumps. Docs/skill references updated to 0.15.0. Also makes FetchLogTest#test_scopes_filter_by_outcome_and_recency deterministic: the successful/failed scopes are filter-only (no inherent order), so the assertion now chains :recent instead of relying on arbitrary DB row order (was flaky under some seeds).
