Overview
Removes leftover git merge conflict markers from L2_WEEKLY_REPORT_V256.md so the v2.5.6 weekly report renders as normal Markdown again.

The resolved Cross-Layer Delta keeps the fuller main narrative (L3/L8 additions, expanded OpenADR and safety sections) instead of the shorter HEAD variant, including wording that L1 alignment uses zero-trust JWT secret rejection in production. Action Items are updated to match that merged content (security hardening, alarm TTL, test compliance, doc sync)—no runtime or test code changes in this diff.
