Cypher previously lacked any sort of deployment capabilities (we hint at being able to pip install it in the future, but that capability isn't quite there). This PR adds a dockerfile to build a docker image based on the cymetric image. Users with docker should be able to
docker pull <image-name>and thendocker runand connect to the container with the VS Code Dev Containers tool to start editing cyclus seamlessly.This PR also updates a bunch of the contributor/AI agent documentation so that it will be easy to pick back up later. This documentation lays out the basic design philosophy as it's evolved over time, descriptions of milestones the project has achieved (1-3), and some other stuff for contributors or AI agents to reference when picking up this project.
