Bump taskmill dependency from 0.6.0 to 0.7.1

Changes

Updated version constraint in Cargo.toml
Updated Cargo.lock with new version and checksum

Test plan

cargo build compiles successfully
Existing tests pass (cargo test)
Task scheduling functionality works as expected at runtime
