Workflow to update UBI Image

Description

This PR adds a workflow that will do the following:

1. Retrieve the SHAId of latest UBI9 micro image
2. Compares with common-csm.mk file in dell/csm repo
3. If not same, updates it
4. Raises PR if there is change
