The W4 concurrency-cap test pushes 12 triggers through MAX_INFLIGHT with real submit-verify windows; that takes 4-6 s on an idle box, so the 5 s wait on the last result was a measurement, not a ceiling. It was the one test still failing under host load after #261. 20 s keeps the test meaningful (a stuck cap still fails) without tracking the machine.
