docs: move agent guide into .claude/ with rules/#72

Consolidate coding-agent files into the .claude/ dot dir and drop the root AGENT.md/CLAUDE.md. The entry point now lives at .claude/CLAUDE.md (auto-loaded), and topic guides live as auto-loaded rules: - rules/project-stage.md: pre-launch stance — no backward-compat and no compatibility with the old SDK assets canister. - rules/testing.md: the three-component test guide (moved from AGENT.md). Files in .claude/rules/ without `paths:` frontmatter load every session; adding `paths:` globs later scopes a rule to load only when editing matching files.
