Overview
Updates the repo’s dependency baselines across Rust, Python, and Bazel, including bumping the pinned dfinity/ic revision used by Cargo git deps, Bazel’s ic_repo archive, ic-revisions.json, and the Docker image’s ic-admin download.

Refreshes the Python toolchain and lockfiles (Bazel python_version, requirements*.lock) and updates the Rust toolchain/workspace dependencies. Adjusts pylib/ic_admin.py to resolve the IC git revision from canister metadata when not provided, download the matching ic-admin automatically, add retry/backoff around ic-admin execution, and parallelize/caches topology/subnet version queries.
